Description

80 amps in the neutral. The reading should have been zero.

Eric Dollard’s full 155-minute presentation on the dirty electricity spreading through the power grid, recorded live at the 2026 Energy Science & Technology Conference.

An 800-amp switchboard in a building with a computer center. Dollard put his ammeter on phase A: 80 amps. Phase B: 80 amps. Phase C: 80 amps. He had been taught that when the phases are balanced the neutral carries nothing, so he almost did not measure it. The neutral read 80 amps, and none of it was 60 cycles. It was all triple odd harmonics, 3, 9, 15. That measurement is where Gangrene Energy, Dollard’s name for dirty electricity, begins.

Dollard was drawing utility poles at six. A fifth-grade teacher carried his transformer drawings to the Pacific Gas and Electric engineering office, and PG&E line practice became his schooling. Then the multi-megawatt lines feeding the RCA station at Bolinas, the Navy, and a working life in power, transmission, telephone and maritime systems. He still builds to the PG&E standards he grew up on.

This is the definitive presentation on Gangrene Energy (dirty electricity), from the electrical researcher who identified the problem, named it and has documented it for decades. There is nothing else like it on record: 155 minutes on the condition of the grid from someone who has spent a working lifetime inside it, built on measurements he took himself, with the transformer connections drawn out and the fix stated plainly.

WHAT YOU’LL SEE IN THE FULL PRESENTATION

  • The 80-amp neutral reading: the measurement step by step, and why it drove Dollard off every Y-connected service for the rest of his career.
  • Why the grid Dollard grew up with had no harmonics: Niagara’s two loads were the incandescent lamp and the induction motor, and every induction motor was also a generator that carried the system through a brownout.
  • How the Y connection came in: through office-building lighting, how fluorescent lamps put the first third-harmonic current on the lines, and why a delta primary used to trap it.
  • The Rural Electrification Administration decisions: no distribution substations, transmission voltages on Y loads, and the high-voltage neutral bonded to the customer’s neutral and ground rod, so the ground pin in your wall is tied to the high side back to the substation.
  • Why the fires: why ground-fault relaying disappeared with the grounded neutral, why ground faults now burn instead of tripping, and the substation and pole-fire footage that shows it.
  • The electronic loads: rectifiers, Y-connected rectifiers, variable-frequency drives that short the line for a microsecond every half cycle, the gas station motor controller in Tonopah that shock-excites Dollard’s Tesla transformer through the shared neutral, and why LED stoplights put white noise on the 27 MHz CB band.
  • The measurements: Bruce Gavin’s cross-country experiment, an oscilloscope plugged into wall outlets at every stop driving across the country, and the scope captures of the high-voltage neutral against Dollard’s own independent ground.
  • “Retrograde Y”: utilities spending tens to hundreds of millions on new transformers and thousands of miles of neutral wire to convert systems that already worked, and PG&E raising 12 kV distribution to 21 kV past backyard fences.
  • The connection drawings: the transformer connections chapter from Dollard’s 800-page three-phase book, unpublished except for its introduction: delta-delta running at 57.7% with one transformer out, the YY zero-sequence mode where the harmonics live, and why a delta-to-Y conversion shifts the reference 90 degrees, not the 30 taught in school.
  • The Q&A: what Dollard would do to fix the grid, how to study it from the Steinmetz texts, and the isolation-transformer arrangement he recommends for a house.
The Electric Age slide: incandescent lamp, induction motor, no harmonics, delta connection, closed system
“Neither of those generate any harmonics.” Eric Dollard, ESTC 2026
The Electronic Age slide: rectifiers, wye connected rectifiers and harmonic proliferation
“Rectifiers are a very prodigious source of harmonics.” Eric Dollard, ESTC 2026

From a closed system to an antenna: how dirty electricity got loose

The electric age was delta connected, insulated and closed; harmonics had nowhere to go. The Y connection opened it. The grounded high-voltage neutral turned the opening into a conductor from the substation into every house. Then the loads changed: rectifiers, inverters, LEDs, variable-frequency drives, none of them polyphase, none with the iron and copper that once carried momentum through a fault. In Dollard’s words, “the whole system has been turned inside out Delta into an open system, which is Y, which is an antenna.”

“Don’t get any idea that the ground pin on your wall outlet is any type of ground at all.”

Eric Dollard, ESTC 2026

The washing machine

Under the old arrangement, the metal case of your washer was tied to your neutral, your ground rod and your neighbors’ ground rods, a local reference that made a ground fault survivable. With the transformers bypassed and the high-voltage neutral brought into the house, the same wet hands are connected to the high side of the line all the way back to the substation.

Countdown to Self Destruction slide: non-synchronous systems, synchronization of transients, internal and external disruption
“But what is becoming self-stabilizing is the transients from all these various sources, as I described, now they’re synchronizing.” Eric Dollard, ESTC 2026

Why this matters now

The grid is now an explicit national-security matter in Washington. On April 8, 2025, Executive Order 14262 ordered a review of reserve margins and reliability across the bulk-power system. On May 14, 2025, Reuters reported undocumented communication devices found inside Chinese-made solar inverters and batteries. On April 20, 2026, a Defense Production Act determination named transformers, substations, high-voltage circuit breakers, protective relays and power-control electronics as “essential to the national defense.” On August 26, 2026, Executive Order 14421 declared a national emergency over foreign-produced bulk-power equipment, finding that “certain foreign actors are increasingly creating and exploiting vulnerabilities in the United States bulk-power system.”

Those actions are about who built the equipment and whether there is enough of it. Dollard’s point lies underneath them: the electrical architecture itself has been opened up, the transients from every electronic load are synchronizing, and a system with no rotating mass has nothing to ride through a disturbance, whatever its source. In his words: “what’s to stop somebody from energizing a Trojan horse within all of these things that we buy from China and synchronize all those transients and cause some kind of big trip out. Now, of course, that’s kind of a conspiracy theory, but it could be a conspiracy fact.” That is his engineering argument, not a claim that any attack has happened. It is what is physically wrong inside the wires, from someone who was measuring it decades before the orders.

Voltage waveforms recorded across the USA on a road trip: Brookville, Ohio, moderate distortion
“He plugged in to see do we still get a sine wave and evidently not.” Eric Dollard, ESTC 2026
Oscilloscope traces of the current flowing in the neutral, with radio-frequency content riding on the waveform
“It actually looks more like a TV video signal than it does anything that you should see coming out of your wall outlet. And this is what’s considered ground.” Eric Dollard, ESTC 2026

Measured, not theorized

Dollard does not ask you to imagine a bad sine wave; he shows the traces, and says so when a digital scope image is too poor to tell an instrument artifact from a real waveform. The ammeter on the 800-amp board. The scope on the neutral at Tonopah, referenced to his own station ground. The road-trip waveforms. The substation in Steve McGreevy’s town that exploded when a traveling wave jumped a 12-to-18-inch gap between the 33 kV and 7,200-volt sides and burned out the electronics in the whole town. The new Mission Street breakers that left a third of San Francisco dark. Not models: things he measured, walked up to, or was called in to examine.

“It’s not an engineering problem we’re dealing with here. It’s a sociology problem.”

Eric Dollard, ESTC 2026

Who this is for

The ham or CB operator fighting a noise floor that was not there ten years ago. The engineer who was taught the grid is a clean 60-cycle sine wave and has never seen a neutral on a scope. The homeowner whose equipment fails for no reason the utility will name. The researcher building on Tesla, Steinmetz and Dollard. The citizen who read the headlines and wants to know what is physically true, from someone who is not selling a filter.

You do not need to be an engineer. The first hour is history and stories: the drawings confiscated in fifth grade, the works of art on PG&E’s poles when he was a boy, the switchboards with eight-inch meters where you could feel two alternators pull into synchronism. The transformer chapter near the end is for the engineers, and Dollard says so. The Q&A gives the practical answer most people came for: an isolation transformer connected line to line, its primary resonated to 60 cycles with an oil capacitor, four to eight ground rods, metal-oxide varistors on the high side. “Isolation transformer is the only thing that works.” He also explains why an earthing mat plugged into the outlet ground connects you to the noisy neutral, not the earth.

Why 155 minutes: the measurement takes five. The rest is how the system got this way, connection by connection, so that when you look at a pole or a panel you see what he sees. The MP4 is yours to keep.
